Non-Chinese citizens with a valid passport, in good physical and mental health, who have been awarded (or, for 2026 graduates, will complete by July 2026) a senior-high-school graduation certificate equivalent to a Chinese one. Separate eligibility rules apply to emigrants from mainland China, Hong Kong, Macao and Taiwan, and to applicants born abroad with one or both parents holding Chinese citizenship.
